Deze regeling is vastgesteld en in werking getreden vóór 10-10-2010, maar op grond van artikel 7 van de Invoeringswet openbare lichamen Bonaire, Sint Eustatius en Saba en de Positieve lijst regelgeving Eilandsraad Saba (AB 2010, no. 6) dan wel het Eilandsbesluit vaststellen positieve lijst regelgeving Bestuurscollege Saba (AB 2010, nr. 15) tevens vastgesteld voor het openbaar lichaam Saba en derhalve met ingang van 10-10-2010 in het openbaar lichaam Saba van toepassing.

Article 1
In case of (able bodied) persons in the range of 16-60 years old the following criteria apply:
Applicant must be of Dutch nationality and
Admitted to the Netherlands Antilles for an unlimited period of time and
Is (or in case of a minor, the guardian) registered as a Saba resident for at least 5 years prior to the request and
Is registered at the Labor office (in the case you are not a pensioner nor a minor) for at least six months before the request and can prove (by submitting at least three job applications and denials on mentioned job applications) to be actively seeking a job while registered at the Labor office and
The total monthly income out of all possible sources (salary, rent, inheritance, etc), including that of partner or spouse, is below the amount as stipulated by the Central Government as the so-called SVB limit (in 2010 Naf. 4.764,50) during a period of at least six months and
You have no other medical insurance.
Article 2.1
In case of persons in the range of 60+ (pensioners):
Applicant is of Dutch nationality and
Is admitted to the Netherlands Antilles for an unlimited period of time and
Is registered as a Saba resident for at least 5 years prior to the request and has no other medical insurance and
The total monthly income out of all possible sources (salary, rent, inheritance, etc) is below the amount as stipulated by the Central Government as the so-called SVB limit (in 2010 Naf. 4.764,50) during a period of at least six months.
The Yearly Fee for the Medical Card 2010 is Naf. 300 or Naf. 150 (see article 5).
Article 2.2
In case of persons with an income above the SVB limit:
Applicant is of Dutch nationality and
Is admitted to the Netherlands Antilles for an unlimited period of time and
Is registered as a Saba resident for at least 5 years prior to the request and lived the majority of his/her working life abroad and
Has no other possible medical insurance and
The total monthly income out of all possible sources (salary, rent, inheritance, etc) is above the amount as stipulated by the Central Government as the so-called SVB limit (in 2010 Naf. 4.764,50) during a period of at least three months.
The Yearly Fee for the Medical Card 2010 is Naf. 4.500 (see article 5).
Article 3
In case of persons in the range of 0 - 16 years old the following criteria apply:
Applicant must be of Dutch nationality and
Is admitted to the Netherlands Antilles of an unlimited period of time and
You and your guardian are registered as a Saba resident for at least 5 years prior to the request and
Both your parents or your guardian(s) are not employed for the last six months, registered with the Labor Department and their income is below the amount as stipulated by the Central Government as the so-called SVB limit (in 2010 Naf. 4.764,50).
Article 4
In case of handicapped or disabled persons the following criteria apply:
Applicant must be of Dutch nationality and
Is admitted to the Netherlands Antilles of an unlimited period of time and
You (or your guardian) are registered as a Saba resident for at least 5 years prior to the request and
The total monthly income out of all possible sources (salary, rent, inheritance, etc) is below the amount as stipulated by the Central Government as the so-called SVB limit (in 2010 Naf. 4.764,50) during a period of at least six months.
State medical proof they don't have to register at the Labor Office because of their handicap or disability.

Article 6
Ground for refusal of Medical Cards even if you pass the mentioned criteria for your category:
If the applicant does not provide all the information requested on the application form and/or
If the applicant does provide incorrect information on the application form and/or
If you did not pay your (monthly or yearly) fee for your medical card
Article 7
Grounds to grant a Medical Card by the Executive Council even if a person does not pass the mentioned criteria:
For the applicable category will only be done if the exceptional circumstances of a persons situation creates an unjust and unfair result by applying the criteria (example; an individual is born and lived its whole live on Saba but has been living abroad a year and returned to Saba only 4 years ago).
Article 8
This Island Resolution containing general measures becomes effective on the day after its publication.
