                        annually to students who meet the criteria in order to pursue further
                        studies either in St. Maarten, Curacao, Aruba, the Netherlands or at
                        accredited institutions in the region as well as in the USA, Canada, or the
                        UK.</al><al/><al>Students who for some reason do not meet the requirements to obtain study
                        financing (either they did not obtain 5 CXC generals necessary for further
                        study in the USA or 6 CXC generals necessary for further study in the
                        Netherlands with grade averages 1-3, or they have not achieved the necessary
                        certificates at VSBO levels, but who have nonetheless been accepted at a
                        recognized institution) can apply to the Island Government of Saba for
                        financial assistance as means of subsistence or for a grant towards payment
                        of their tuition.</al><al/><al>The housing allowance is US $ 400.00 (or 300 euro) per month</al><al>The maximum tuition allowance is US $ 250 (or 200 euro) per month</al><al/><al>The Dutch Federal Government of the Netherlands grants study financing
                        annually to students in the former Netherlands Antilles islands (Aruba,
                        Curacao, Bonaire, Sint Maarten, Sint Eustatius) US $ 348 less then studying
                        in the other islands of the Caribbean region; therefore the following
                        allowance will be granted to these students in the former Netherlands
                        Antilles islands;</al><al/><al>The housing allowance is US $ 348 per month</al><al/><al>DECIDES TO IMPLEMENT THE FOLLOWING HOUSING AND TUITION ALLOWANCE POLICY FOR
                        SABAN STUDENTS</al></preambule></aanhef><regeling-tekst><artikel><kop><label>Article</label><nr>1 Terminology</nr></kop><lijst><li nr="a."><al>residence: the person who is registered at the Registry Office of
                                the ‘island territory of Saba or who actually resided here before
                                pursuing further studies:</al></li><li nr="b."><al>applicant: the person for whom a housing/tuition allowance is being
                                requested or to whom it has been assigned; </al></li><li nr="c."><al>legal representative: parent , guardian, or caretaker, who is vested
                                with the authority of a minor student; </al></li><li nr="d."><al>housing allowance: allowance towards payment of subsistence</al></li><li nr="e."><al>tuition allowance: allowance towards payment of the tuition.</al></li></lijst></artikel><artikel><kop><label>Article</label><nr>2 Who should qualify?</nr></kop><al>Students applying for housing and/or tuition allowance should meet the
                        following criteria:</al><al/><al>General Criteria:</al><lijst><li nr="a."><al>they should have proof that they have been accepted in an
                                educational institution St. Maarten, Curacao, Aruba, the Netherlands
                                or at accredited institutions in the region as well as in the USA,
                                Canada, or the UK;</al></li><li nr="b."><al>they should be a resident of the Island Territory of Saba and in
                                possession of a Dutch passport;</al></li><li nr="c."><al>students who do not possess the Dutch nationality should have been
                                residing on the island permanently longer than 5 consecutive years
                                and should have completed CXC, VSBO or AGO;</al></li><li nr="d."><al>students between the age of 12 and 30 years and who have proven to
                                be genuinely interested in a field of study which is relevant to the
                                community of Saba. This has to be ascertained by the Insular
                                Department of Education;</al></li><li nr="e."><al>Youngsters who by virtue of the Court have been placed in a
                                correctional institution (off island) may also qualify for housing
                                allowance.</al><al/></li></lijst><al>Educational Criteria:</al><al/><lijst><li nr="f."><al>one must have obtained three or more CXC generals (grades I,II,III)
                                or its equivalent.</al></li><li nr="g."><al>A VSBO certificate (TKL, PKL or PBL);</al></li><li nr="h."><al>AGO certificate</al></li><li nr="i."><al>In cases, in which the student does not meet this one or more
                                requirements as mentioned above, the Executive Council may still
                                grant a housing allowance and/or tuition allowance if they should be
                                of the opinion that the Saba Community will stand to benefit from
                                the intended studies.</al></li></lijst></artikel><artikel><kop><label>Article</label><nr>3 Procedures:</nr></kop><al>How and where does one apply for study financing? </al><al>Each and every year around the month of June, the public will be informed
                        about the possibility of applying for housing and tuition allowance via
                        advertisements in the local media and via announcements on the bulletin
                        boards via the school.</al><al/><lijst><li nr="a."><al>Students who think if applicable for this allowance should contact
                                the Department of Education for an application form. (See attachment
                                1)</al></li><li nr="b."><al>The application form should be completed, including required
                                documents, and be returned to the Department of Education.</al></li><li nr="c."><al>Once the Department of Education has received the application and
                                has confirmed and checked the request for housing c.q. tuition
                                allowance, the Department of Education will send a draft island
                                resolution to the Executive Council. (See attachment 2)</al></li></lijst></artikel><artikel><kop><label>Article</label><nr>4 Other requirements/personal data</nr></kop><al>The relevant form will be prepared by the Insular Department of Education.
                        The format to be used will be determined by the Executive Council on
                        Saba.</al><al/><al>After completing the form, it should be submitted to the Insular Department
                        of Education on or before July 1st, along with the following required
                        documents:</al><al/><lijst><li nr="a."><al>a copy of the birth certificate;</al></li><li nr="b."><al>a declaration from the Census office proving that the legal
                                representative(s) of the child is/are residing on Saba;</al></li><li nr="c."><al>a copy of passport;</al></li><li nr="d."><al>a declaration from the Census office providing that if being
                                non-Dutch, he/she has been residing on the island permanently longer
                                than 5 consecutive years</al></li><li nr="e."><al>a validated copy of the diplomas obtained to date, as well as school
                                reports and transcripts of the last academic year;</al></li><li nr="f."><al>an acceptance letter from the school the student wishes to
                                attend</al></li><li nr="g."><al>doctors attest of good health</al></li><li nr="h."><al>Visa (for studies in the US). Securing the visa is the
                                responsibility of the student.</al></li></lijst><al>The following documents should be sent along to the American Consulate in
                        Barbados:</al><lijst><li nr="-"><al>2 passport pictures;</al></li><li nr="-"><al>A complete visa form;</al></li><li nr="-"><al>A birth certificate;</al></li><li nr="-"><al>A valid passport;</al></li><li nr="-"><al>A copy of legal representative(s) income;</al></li><li nr="-"><al>A statement letter of the Department of Education stating the amount
                                of study financing a student may obtain if the student
                                qualifies.</al></li></lijst></artikel><artikel><kop><label>Article</label><nr>5</nr></kop><al>The Housing and Tuition Allowance Policy for Saban students will go into
                        effect as of January 1st, 2013 and will replace the former Housing and
